Nonius Balbus, pretore e proconsole della provincia di Creta e di Cirene, tribuno della plebe nel 32 a.C. e partigiano di Ottaviano, il futuro 'Augusto' (27 a.C d.C.). M. Nonio Balbo si rese benemerito verso la città di Ercolano per aver restaurato e costruito molti edifici pubblici: in suo onore furono erette almeno 10 statue e alla sua morte gli furono tributati grandi onori, ricordati nella lunga iscrizione incisa sulla faccia dell'ara funeraria rivolta verso il mare. La mise en place du régime augustéen, après la victoire d’Actium, a dû tenir compte de la diversité des situations tant à Rome que dans les provinces. Si les provinces occidentales avaient prêté serment à Octavien dès 32 av. J.-C. 1, les provinces relevant de Marc Antoine, dans les quelques années qui ont suivi la mort de ce dernier, ont dû craindre des représailles, ou tout au moins un traitement plus rude de la part du princeps. Les témoignages sont rares qui évoquent ces craintes et les réponses ponctuelles apportées par le pouvoir central. Néanmoins un dossier, mieux documenté, permet de voir comment a pu s’établir un dialogue entre les populations provinciales et Octavien-Auguste : il s’agit du cas de la Crète, confiée à M. Nonius Balbus, gouverneur nommé par le Prince dans ce contexte particulier. Nommé proconsul

Marcus Nonius Balbus was a Roman senator and proconsul of the late 1st century BC. He endowed Herculaneum with all sorts of facilities, including paying to rebuild its basilica after an earthquake. For these great favours the townsfolk named him patron of their city and filled the basilica with statues of him and his family, and set up a monument to him in a busy square outside the Suburban Baths. This has recently been restored though the statue is a reproduction (the original is in the Naples Archaeological Museum).

‘Balbus’ is a common cognomen in Roman times and literally means ‘stammerer’. Perhaps the man indeed had a stammer, or had stammered at some point in his life, but more likely it was a nickname that he had simply inherited, in the same manner that Roman emperors would sport the cognomen ‘Caesar’.

Evidence from inscriptions reveal further information about the man. Originally from Nuceria, he had settled in Herculaneum, where he had become a popular benefactor, partially funding the construction of a basilica.
